{"id":362,"date":"2018-09-26T12:06:48","date_gmt":"2018-09-26T19:06:48","guid":{"rendered":"https:\/\/www.hmc.edu\/emergency-preparedness\/?page_id=362"},"modified":"2026-10-05T15:30:48","modified_gmt":"2026-10-05T22:30:48","slug":"shelter-in-place-violent-intruder-protocol","status":"publish","type":"page","link":"https:\/\/www.hmc.edu\/emergency-preparedness\/shelter-in-place-violent-intruder-protocol\/","title":{"rendered":"Shelter in Place\/Violent Intruder Protocol"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Background<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Shelter in Place is an emergency protocol option intended for use to secure and protect occupants who are in the proximity of an immediate threat. This procedure is used when it may be more dangerous to evacuate a building than stay inside (e.g., severe weather, hazardous material release, poor air quality, nearby police activity). <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Run-Hide-Fight is a personal safety framework for responding to an active threat when law enforcement is not immediately available. It is not an order, but a decision-making process that prioritizes the preservation of life and allows individuals to determine the appropriate response based on their circumstances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Emergency notifications and instructions may be issued by Campus Safety, emergency personnel, or other authorized members of the HMC community. Because each building on campus is unique, individuals may receive notifications to shelter or lockdown through a variety of communication channels, including Mudd Alert, the HMC Exterior Broadcast System, email, and other official campus communications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In any emergency, remain aware of your surroundings, monitor official notifications and updates, and quickly determine the most reasonable action to protect your life based on the circumstances. Report any suspicious or unusual activity to Campus Safety at <a href=\"tel:+19096072000\" class=\"phone\">909.607.2000<\/a> and\/or call 9-1-1 in an emergency.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Violent Intruder Response<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>RUN<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Safely leave the area if you can do so without increasing risk:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Evacuate in a direction away from a violent intruder. <\/li>\n\n\n\n<li>Evacuate whether or not others agree to follow.<\/li>\n\n\n\n<li>Leave personal belongings behind.<\/li>\n\n\n\n<li>Keep your hands visible and empty. Follow law enforcement instructions and avoid sudden movements to help officers quickly identify you as a person seeking safety.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>HIDE<\/strong> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you cannot escape safely, secure yourself and remain out of sight. Take the following actions, as circumstances allow:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lock and barricade the door. If the door cannot be locked, use available furniture or equipment to prevent or delay entry.<\/li>\n\n\n\n<li>If possible, seek cover behind large, substantial objects that may provide protection<\/li>\n\n\n\n<li>Turn off lights and close curtains, blinds, or other window coverings when possible.<\/li>\n\n\n\n<li>Stay low to the ground and, if others are with you, spread out within the space. Remain as quiet as possible.<\/li>\n\n\n\n<li>Silence any source of noise (cell phone, computers, radios, etc.). <\/li>\n\n\n\n<li>Monitor emergency notifications and updates from Campus Safety, Mudd Alert, exterior broadcast announcements, email, and other official campus communication channels.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>FIGHT<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a last resort, and only if your life is in imminent danger, take action to stop or disrupt the violent intruder:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Use available objects or the environment to create distance or disrupt the threat.<\/li>\n\n\n\n<li>Yell and throw items in your space at the violent intruder. Work together with others, if possible. <\/li>\n\n\n\n<li>Continue these steps until you can safely escape or the threat is no longer present. Once it is safe to do so, move away from the threat and follow instructions from law enforcement.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are guidelines and are not all inclusive, however they can increase your changes of surviving a violent intruder incident.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following a Shelter in Place\/Violent Intruder event, wait for official release via Campus Safety, Mudd Alert, exterior broadcast announcement, email, and other official campus communication channels before leaving your sheltered area.
