Sontag- good. 3D photo shoot going on right now (Moby proxy). He’ll be there until 6. Today is not the only day
Atwood- we’re good. Yesterday was St. Patrick’s Day party. Shut down at 12. Warning twice from cops.
West- good. Bus is awesome
Athletics- good. Had meeting with athletic counsel on Friday. Talked about what is athletic and not
Frosh- good, apart from room draw panic (April 1)
Seniors- good. Had event at Jay’s Place on Saturday
Sophomores- good. Looking for ways to spend our $50, maybe on snacks for room draw
East- good
Case- good. Had sing along party last night
South- good. Dorm meeting on Tuesday and something else last night
DAC- good. Start room draw tonight.
Social- good. 13000 checks in budget left. Unless Caltech party goes through, then need to ask for money for buses
Nick- Maureen and Strieter are going to meet with them soon. Need Scripps to come.
Linde- good. Dorm meeting on Thursday, and Healing for Haiti yesterday
Treasurer- good. 5C budgeting on 10th and 11th. Should be an email going out this week so you can submit your budget request. Got a lot of bank account issues, going to need a lot of info from signers.
Nick- Maureen wanted us to talk about elections. Try to get electronic system approved so then the voting can start the next week.
VP’s- working on constitution stuff. sorry haven’t been using constitution-l email list
Juniors- Good
CAP- Good
Marco Fernandez - International Festival budget request
Marco- for whole 5C community to learn about cultures. Usually covered by flex and board meals.
Caro- how did you calculate how much to ask from each school?
Marco- Based on how much contributed in other years
Donald- do you have an idea of how many students from HMC came last year?
Marc- about 150
Hufsa- could they track it from the meals?
Marco- yeah
Elissa Leonard - MUCC Budget Request
Elissa- MUCC has been defunct until a little while ago this semester. We haven’t gotten any money this year so far. There aren’t any art supplies in our bin right now.
Caro- are these art supplies going to last more than this year?
Elissa- yes
Caro- use for long term fund?
Julian- no
Caro- how many people have been going to meetings?
Elissa- waiting for email back from Dean Maggie. She wants there to be a student art exhibit at the end of April during alumni weekend. 10-15 students
Emma- are the independent projects going to be exhibited?
Elissa- if they want to
Julian- have you looked at going through any department to get discounts?
Elissa- so far as I know this is the cheapest place to buy supplies from
Margaret- same people interested in club that are interested in art exhibit?
Elissa- mostly different—initial response was 20 people. Another 15 have art
Discussion and Action
International Festival Budget Request
Hufsa moves to approve International Festival budget of $700
Margaret seconds
Motion passes
(15, 0, 2)
MUCC
Caro- some art supplies could be considered long term
Donald- I don’t think these are long term
Alyssa- I would argue that the paint and watercolors would last
Julian- not in my experience
Nick- I would tend to agree
Donald moves to approve MUCC budget of $900
Caro seconds
Motion passes
(15, 0, 2)
Discussion and action about possible changes to the Honor Code
Ben- noticed some things in honor code. Discrepancies, poor wording. Changes don’t make substantial difference in how things are done- just make it make sense. Matches with how we do things now. Not asking for a vote from you guys today because Dean Guy wants to meet with me still. Will be doing that this week. Have you set a date for elections?
Nick- no, we are planning to do it April 5, 6
Ben- so I could still come back next week to get it approved?
Nick- yes
Ben- Will go through the 8 amendments in brief.
3rd amendment- out of court settlement—allows meeting with student and professor, makes timeline. Must be self report and student has no previous infractions
Donald- now if you have an out of court settlement 4 times over 4 years, are they all logged?
Ben- as it stands now, only if it pertains to the previous settlement. Alcohol- alcohol, but not alcohol- fire. Is that answering the right question?
Donald- more asking if it is all logged
Ben- yes, it is all kept track of
Nick- what if they’re settlements?
Ben- even punishments reached at the end of a hearing are still called settlements
Ben- please email me if you have any additions. I know this is very technical and long and uninteresting but it’s important I want to make it more democratic, etc
Amendment – defines new role- the advocate. Resource for defendant (is this fair?). these are people on the honor board. Not like a defense attorney, won’t be joining them in meetings but could if they wanted.
Nick- if there’s a situation where a defendant tells the advocate that they did it, what goes on from there?
Ben- I don’t know
Nick- is there privilege between the advocate and the defendant?
Julian- no—should be telling everything to school anyway
Ben- worth codifying.
5th- probation
6th- office holders convicted of violations, recommended to resign
7th- minor changes to appeals board
8- grammar fixes. Numbering and references fixed.
Julian- on the 1st amendment, how would that relate to students seeing other students?
Ben- this doesn’t occur in current wording now. There is a no settlement. Issues with codifying ideas that are unofficially ok
Julian- we got an email that says intentional breaking glass is an honor code violation. We got the idea that this was from the deans. Can the deans just do that?
Ben- I’m not really sure. You should ask them where in the rules does it say this. If it’s about property destruction, a board wouldn’t say that it’s fair.
Nick- prepare any questions, read this for next week.
Hufsa- we just approve or student body?
Ben- very vague in handbook. Want it to go to student body. Need to make that explicit. Will be meeting with faculty but won’t need their approval.
Discussion and action about possible changes to the ASHMC Bylaws and Constitution
Emma- Doesn’t need student vote to be approved because it’s bylaws.
Nick- credit to Ben Keller for format.
Section III- president can cancel meeting if there is no agenda
Julian- isn’t there always something on the agenda because of status updates?
Nick- so we could say besides status update
Julian- aren’t they worth something?
Alyssa- if it’s that important, then email president and put it on the agenda
Caro- we have to be aware that Maureen wont always be pres
Nick- just being consistent with what Maureen has done
Hufsa- I don’t think it’s that big of a deal to meet for 5-10 minutes to get status updates
Donald- it says reschedule
Nick- different than cancel
Caro- can be cancelled unless there is an objection (not majority vote)
Donald motions to approve Article 3, Section 1
Caro seconds
Motion passes
(16, 1, 0)
Julian- I think we should have people we aware, email to students-l, before approving anything
Emma- no one really came for Ben’s email
Hufsa- I think we should hold out on approving things.
Margaret- I think we should send out fewer things to get more student input. Comfortable approving small things
Donald- was Friday forum pretty successful?
Nick- yes
Donald- could we pass, and then have Friday forum
Alyssa- we have already been elected as student representatives
Nick- second change. The current penalty for missing a meeting
Alyssa- take to student Friday forum
Article 3, Section 3- considered absent if no status update
Alyssa motions to approve Article 3, Section 3
Caro seconds
(12, 0, 5)
Nick- Article 4 related to electronic voting system. Early enough so shadowing could occur
Nick- executive assistant or VP makes signs/electronic signs (TV)
Alyssa motions to approve Article 4, Section 2, Provision B
Caro seconds
Motion passes
(15, 0, 2)
Section 2, Provision e
Margaret- what about explaining what’s being voted on?
Donald- not something we’re supposed to do
Margaret- this was a problem for social chair, are we assuming it’ll be worded better?
Nick- shouldn’t affect outcome of election. Right now it says to not answer questions
Caro- shouldn’t influence votes in any way, not just candidates
Nick- okay, changing this
Margaret- can’t explain things?
Nick- just can’t make recommendations
Julian- leave ambiguous, make best judgment
Nick- Delete recount provision. Not consistent with practice.
Donald- why are we doing this?
Julian- why aren’t we changing our practice to be consistent with the constitution instead of the other way around?
Emma- it takes a long time
Donald- more motivation to do it
Elly- not job of president
Alyssa motions to approve Section 2, provision E pending change about not making recommendations regarding student voting
Caro seconds
Motion passes
(13, 0, 4)
Section 3C
-change voting to be relevant to voting online. When elections end changed to 3D
- get 24 hours to vote after quorum reached
section 3 E
-voting system administered by VP
section 3F
- refers back to section 2, outlines paper ballot elections
Julian- are we going to wait to approve electronic elections first?
Emma- no, this was in there before there was an electronic voting system
Caro motions to approve changes to Section 3
Alyssa seconds
Motion passes
(13, 0, 4)
Section 4, Article 4 -change order of elections
Nick- going to hold off on dorm stuff. Changes don’t talk about dorm elections.
Alyssa- important to shadow room draw for DAC
Hufsa- a little too early. Important for mentor and proctor
Alyssa- that was just this year being unorganized. It’ll still be after proctor selection but much sooner
Bryan- I like that date
Caro- I don’t think ASHMC should be a backup
Alyssa motions to approve new voting procedures
Caro seconds
(8, 1, 7)
Motion doesn’t pass
Article 5- appointed positions (eliminated, etc)
Julian- what was historian what did they do
Nick- kept track of everything
Hufsa- stipend or hourly pay?
Margaret- by semester
Donald- what happens if don’t send status report in?
Nick- like a penalty?
