Information about the position: Salary is dependent upon qualifications. This is a full-time, 12-month, benefits-eligible position reporting to the Assistant Vice President for Human Resources.
What the successful candidate will do: The Human Resources Analyst works independently, exercising a high degree of latitude in performing a wide range of administrative responsibilities in support of services, programs and projects for the Human Resources and Business Affairs Offices. Responsibilities are varied and include collecting and analyzing data; responding to surveys; conducting studies and/or research and preparing reports; and compensation and benefits administration. The Human Resources Analyst must be able to adapt to working in a fast-paced environment and possess the skill, ability and demeanor to work in a highly collaborative team environment with other members of the Human Resources Office as well as other staff, faculty, students, applicants and other members of the College community.
Essential Functions:
Data Collection, Analysis and Reporting
(Note: the deadlines for completing responsibilities in this category occur at different times throughout the year.)
- Gather and analyze statistical data to respond to salary and benefits surveys, assess employment activities and practices (e.g. turnover and overtime), and generate other routine and ad-hoc employment-related reports; assess data and, where appropriate, identify issues and recommend strategies to improve business processes and practices.
- Compile, review, and analyze data for the College's Affirmative Action Plan from internal and external sources (e.g. applicant tracking system, payroll system and faculty recruitment services) for submission to a third-party vendor for statistical analysis. Assess data and issue reports on findings such as recruitment venues and applicant demographic information; communicate findings with the AVP for HR and supervisors as appropriate.
- Prepare the annual VETS 100 (Veterans' Employment and Training Services) report for submission to the Department of Labor.
- Collaborate with the Office of Institutional Research in completing and submitting specific sections of the annual Integrated Postsecondary Education Data System (IPEDS) survey.
- Compile data and statistics for the annual performance evaluation program.
- Administer the College's annual staff recognition program and work with the Human Resources Assistant in ordering service awards.
- Compile exit interview data and prepare reports for executive leadership and supervisors.
Compensation and Benefits Administration
Compensation
- Assist with the administration of the College's annual staff salary increase program; develop, maintain, and distribute spreadsheets for managing the process; calculate and enter increases; audit and correct data; assist with preparing staff notification letters; and collaborate with the Budget Director in reconciling the College's salary budget.
- Conduct internal and external market analysis of staff salaries for annual reports and upon request from department managers.
- Process faculty stipends in compliance with payroll deadlines and ensure accuracy of withholdings and deductions.
- Review and audit payroll data and make corrections in collaboration with other Human Resources staff.
- Develop processes and guidelines to ensure consistency and quality in data entry.
Benefits
- Administer the Emeriti Retirement Health Solutions program to ensure accuracy; reconcile contributions on a monthly basis; make corrections; and communicate changes and corrections to Emeriti and TIAA-CREF representatives. Assist the Business Affairs Office with required tax filings and the annual plan audit.
- Manage and monitor leaves for personal, family or medical reasons; ensure compliance with applicable federal and state laws (e.g. Workers' Compensation, FMLA and CFRA); serve as the liaison between the College and the Claremont University Consortium Disability Administration Office; maintain communication with supervisors and affected employees; and collaborate with departments regarding accommodation requests.
- Manage and coordinate the annual Rideshare survey program by obtaining appropriate approvals for the annual survey, ensuring compliance with SCAQMD standards, coordinating the survey distribution, collection and data analysis processes and other related activities.
- Track work hours and service to determine faculty and staff eligibility for benefits (e.g. health insurance and retirement contributions) in compliance with regulatory guidelines and internal policies.
- Conduct studies on access and use of benefits, such as the dependent tuition scholarship program; identify issues and recommend strategies to address them.
General Human Resources and Business Affairs Functions
- Communicate policies, programs, services and other information to faculty and staff.
- Make recommendations for the adoption of human resources policies and procedures and assist with development, implementation and communication.
- Participate in the planning, coordination and delivery of management and staff training.
- Cross train with other members of the Human Resources Office in order to assist during peak service periods and serve as a back-up.
- Participate in professional development opportunities to maintain and expand knowledge and skills
- Assist Business and Financial Affairs staff with data collection, review, analysis and reporting as requested.
- Participate in departmental staff meetings and attend other meetings and seminars.
- Other duties as assigned.
What the ideal candidate will bring to this position and HMC:
Required Qualifications:
- Bachelor's degree in human resources management, business administration or a related field.
- Minimum of five years of related human resources experience that includes functional experience with HRMS applications, data compilation and analysis; use of spreadsheets in preparing reports and analyzing data; and HRIS experience.
- Knowledge of employment and labor laws and regulations, especially those related to benefits and compensation, and the knowledge and ability to assess programs, services and policies to ensure compliance.
- Advanced skills in Excel including the ability to create complicated spreadsheets with a high degree of accuracy.
- Demonstrated ability to retrieve data from databases and information systems and organize it for review and analysis.
- Excellent writing skills to independently compose letters, memos, emails and reports for a variety of audiences, using correct spelling, grammar, punctuation, composition and proofreading skills.
- Ability to establish effective working relationships and interact effectively with people of different levels of education and experience.
- Detail-oriented, organized, flexible and able to prioritize and manage multiple projects and assignments with competing deadlines.
- Excellent analytical, reasoning and problem-solving skills.
- Effective communication and presentation skills; ability to write clearly and concisely.
- Ability to function in a team environment and to work independently.

Preferred Qualifications:
- PHR or SPHR certification.
- Experience in higher education or a non-profit environment.
- Experience with UltiPro and Cognos (v8).
- Experience with People Admin or a similar applicant tracking system.
- Knowledge of and ability to create reports from systems such as payroll and applicant tracking.
