Harvey Mudd College (HMC) is hosting the first of two community meetings on Monday, December 13, 2010, to discuss the purpose and scope of a proposed amendment to the campus master plan. The purpose of this meeting is to give the Claremont community an opportunity to dialogue with HMC prior to January 18, 2011 when the Planning Commission will review the master plan amendment and the September 2010 recommendations of the Architectural Commission and the Traffic and Transportation Commission. At the December 13 community meeting, HMC representatives will present details of the master plan amendment, the traffic impact analysis and HMC’s parking management plan, as well as respond to feedback received from the Architectural Commission and the Traffic and Transportation Commission. The meeting will commence at 7:00 p.m. at HMC in the Green Room, Platt Campus Center (301 Platt Blvd, Claremont, CA, 91711).

The proposed master plan amendment is based on a maximum student population of 800 (currently 734), 335 faculty/staff (currently 307), and 297 assembly seats (currently 604). This is an increase of 66 students and 28 faculty/staff, and a decrease of 307 assembly seats. Generally, the master plan amendment proposes the following:

  • no change in the maximum number of students permitted under the existing master plan (800),
  • minor revisions to the design guidelines for the campus,
  • adding policies and guidelines emphasizing the sustainability of the campus,
  • reflecting recently completed construction projects,
  • revising the campus parking plan to reflect recent changes to the campus and City zoning code,
  • deleting previously approved yet unconstructed projects, and
  • adding new/revised buildings, most notably a new Teaching and Learning Building, which is proposed for the current site of the Thomas-Garrett Building.

The following issues and documents will be discussed at the December 13 meeting:

  • HMC Master Plan Amendment (MPA). The MPA provided to the Architectural Commission on September 29 is available (link to pdf, above, right) and the minutes from this meeting are available (link to pdf, above, right).
  • Traffic Impact Analysis Report. The report prepared by the consulting firm, Linscott, Law and Greenspan and presented to the Claremont Traffic and Transportation Commission on September 30 is available (link to pdf, above, right). Subsequent to the September 29 meeting, a representative from Linscott, Law and Greenspan and HMC met with an interested community member to discuss issues and concerns raised at the meeting. A written response to these concerns, which will include some additional traffic count data, is being prepared and will be made available on or before the December 13 meeting.
  • Parking Management Plan. At various City Commission and Council meetings HMC shared information about numerous parking management measures that were implemented during and after September 2010, which relieved demand in parking lots on the west side on campus. In an effort to understand the potential impact of campus parking on the adjacent neighborhoods, HMC has and will continue to meet with interested community members. At the December 13 meeting, HMC will present the significant components of its parking management plan, including information on how parking has been managed in the past, how it is currently being managed and how it will be managed in the future once the entire master plan is implemented.
  • Other issues of interest to the community

Subsequent Community Meetings
In our continued effort to provide the most up-to-date information as possible and provide the community as many opportunities to review our plans and share thoughts, HMC is planning two additional community meetings prior to the Planning Commission hearing on January 18, 2011. At the December 13 community meeting, HMC will ask individuals who are interested in further discussion of the HMC master plan and a related addendum to the 2003 mitigated negative declaration to attend another community meeting, tentatively scheduled for December 21, 2010. It is our hope that a member of the City Planning staff will attend the December 13 meeting. We have been informed that the addendum to the 2003 mitigated negative declaration (MND) will be completed by city staff by December 17, 2010. Once this document is made available to HMC, it will be posted on this website in preparation for the December 21 meeting. We encourage interested community members to attend the December 13 community meeting as this would be a good opportunity to proactively share concerns and suggestions you have about the proposed Master Plan Amendment. On December 21, HMC will meet with interested community members to discuss follow-up issues to the December 13 meeting as well as the addendum to the 2003 MND. At the December 21 meeting, HMC will ask the community members if there is a need for an additional meeting on January 3 or 4 2011 in preparation for the Planning Commission meeting on January 18, 2011.
